A referral partner is an organization or individual that generates merchant leads for payment service providers, acquirers, processors, gateways, or ISOs, in exchange for compensation, typically a one-time referral fee or a small share of ongoing processing revenue. Unlike an ISO, a referral partner does not sign merchants directly, does not manage the merchant relationship post-onboarding, and does not hold any liability for the merchants it refers.
Referral partnerships are common in adjacent industries where businesses regularly interact with merchants who need payment services: accounting software companies, point-of-sale hardware vendors, e-commerce platforms, and business consultants frequently operate referral programs. The referring party adds value to its customers by connecting them with a trusted payments provider, while earning incremental revenue for the introduction.
For payment service providers, referral channels are a cost-effective way to reach merchants in specific verticals or geographies where the referring partner already has trusted relationships. The economics are simpler than an ISO arrangement, there is no ongoing residual obligation to manage, and no compliance responsibility for the merchant's processing behavior.
Compensation structures vary. One-time bounties per approved merchant are common, a flat fee paid when the referred merchant activates a payment account. Some programs include a small ongoing revenue share (typically a few basis points of processing volume) for a defined period after referral.
Generally, no. Because referral partners do not process transactions, sign merchant agreements, or manage ongoing merchant relationships, they typically do not need card network registration. However, if a referral partner's activity crosses into territory that looks more like an ISO, for example, actively selling payment services, quoting rates, or managing merchant relationships, card networks may require registration.
The key distinctions are level of involvement and accountability. A referral partner makes an introduction and steps back. An ISO actively sells payment services, signs the merchant agreement, manages the ongoing relationship, handles support issues, and earns ongoing residuals.
