A Registered ISO (RISO) is an Independent Sales Organization (ISO) that has completed formal registration with one or more card networks, typically Visa and Mastercard, and paid the associated registration fees. Registration grants the RISO specific rights and responsibilities that non-registered agents do not have, including the right to display card brand marks in marketing materials and to maintain a more direct relationship with the card networks' compliance and oversight programs.
Registration is not trivial. Card networks conduct due diligence on RISO applicants, require ongoing compliance reporting, and can revoke registration for violations. The RISO must maintain its own compliance programs and is responsible for ensuring that the agents and merchants operating under its umbrella also meet network standards.
The commercial significance of RISO status is in distribution. A registered ISO can sign merchants directly, build its own agent network, and negotiate directly with processors and acquirers. Non-registered agents, sometimes called independent agents or sub-ISOs, must operate under a registered entity, which limits their independence and takes a portion of their residual income.
Registration involves submitting an application to each network, paying annual registration fees (which can run into the tens of thousands of dollars per network), undergoing a background and financial review, and signing agreements with a sponsoring acquirer who vouches for the ISO's integrity. Registration must be maintained annually with updated filings and fees.
Yes. RISOs are subject to PCI DSS compliance requirements appropriate to their operational scope. An ISO that stores, processes, or transmits cardholder data must meet full PCI compliance.
Operating as an unregistered ISO is a card network rules violation. Penalties range from fines to termination of the sponsoring acquirer's bank identification number (BIN) access. Merchants that signed up through unregistered entities may also face disruption to their payment processing.
