A PCI Level 1 Service Provider is a company that processes, stores, or transmits cardholder data on behalf of others, a payment processor, gateway, vault provider, or similar entity, and has undergone the most stringent level of annual PCI DSS assessment: a full on-site audit conducted by a QSA (Qualified Security Assessor), resulting in a formal ROC (Report on Compliance) and AOC (Attestation of Compliance). Level 1 is the highest PCI compliance tier for service providers.
The designation matters commercially because merchants share PCI compliance responsibility with every service provider in their payment chain. A merchant using a service provider that stores or processes cardholder data is partially dependent on that provider's security practices. If the service provider is breached, the merchant's cardholder data may be exposed, and if the provider was not PCI DSS compliant, the downstream consequences for the merchant can be severe.
Choosing service providers that are PCI Level 1 certified is therefore a meaningful risk management decision, not just a compliance checkbox. The card networks maintain lists of certified compliant service providers, and many enterprise merchants and enterprise payment requirements mandate the use of Level 1 certified providers. Spreedly maintains PCI Level 1 Service Provider status, validated annually through a full QSA assessment, ensuring that merchants using the Spreedly platform can rely on its compliance posture as a foundation for their own.
Level 1 service provider status also enables PCI Scope reduction for merchants. When cardholder data flows through a Level 1 certified provider rather than through the merchant's own systems, the merchant's compliance obligations shrink considerably, they are assessed on how they interact with the certified provider, not on the full scope of cardholder data handling.
Merchant compliance levels and service provider compliance levels use different frameworks. For merchants, Level 1 is defined by transaction volume (typically over six million transactions annually for Visa/Mastercard). For service providers, Level 1 is defined by the volume of cardholder data stored or processed, providers storing or processing data for more than 300,000 transactions per year are typically required to achieve Level 1 service provider certification.
The PCI SSC (PCI Security Standards Council) maintains a public register of compliant service providers on its website. Visa and Mastercard also maintain their own lists of registered and compliant service providers. A provider claiming Level 1 certification should be able to provide a current AOC documenting the scope of their assessment and the date of their most recent validation.
No, compliance responsibility cannot be fully transferred. Working with a Level 1 certified provider reduces your scope and your compliance burden, but you remain responsible for your own systems, your handling of data outside the provider's scope, and your own compliance validation. You and your service providers share a "responsibility matrix", a document that clarifies which PCI DSS requirements each party is responsible for within the shared environment.
