Point-to-Point Encryption (P2PE) is a formal payment security standard defined and validated by the PCI SSC (PCI Security Standards Council) that encrypts cardholder data from the moment a card is read at a payment terminal until it reaches a secure, validated decryption environment, with no point in between where the data exists in plaintext. It is a specific, certified implementation of End-to-End Encryption (E2EE) designed for card-present payment environments.
The PCI SSC maintains a list of validated P2PE solutions, hardware, software, and operational configurations that have been assessed by a P2PE Qualified Security Assessor (QSA) and certified as meeting the P2PE standard. Using a PCI-validated P2PE solution provides merchants with a formal, recognized path to PCI scope reduction: because cardholder data is never present in plaintext in the merchant's environment, the point-of-sale system, surrounding network, and other merchant infrastructure are largely removed from PCI scope. Merchants using validated P2PE solutions may qualify for a significantly reduced SAQ, SAQ P2PE, rather than the more burdensome full SAQ D.
P2PE addresses a specific threat in card-present environments: malware or other attacks on point-of-sale systems that capture card data from memory or in transit within the merchant's environment. By encrypting data at the terminal before it enters any merchant-owned system, P2PE removes the commercial value of attacking those systems for cardholder data.
P2PE is most relevant for merchants with physical point-of-sale environments, retail stores, restaurants, hospitality businesses. For e-commerce and card-not-present merchants, equivalent protection is achieved through Hosted Payment Pages, iFrame-based card collection, and Tokenization, which prevent cardholder data from touching merchant servers in the first place.
A complete P2PE solution includes: the payment terminal hardware (which performs the initial encryption), the encryption and decryption software and processes, the key management system (which manages the cryptographic keys used for encryption and decryption), and the secure decryption environment (typically the payment processor's infrastructure). All components must be validated as part of the PCI P2PE assessment.
P2PE is designed for card-present terminal environments and does not address web-based threats. E-skimming attacks, malicious scripts injected into e-commerce payment pages to capture card data as customers type it, are a distinct threat addressed by different controls: secure script management requirements under PCI DSS v4.0.1 (Requirements 6.4.3 and 11.6.1), the use of Hosted Payment Pages that serve cardholder data collection from a PCI-compliant domain rather than the merchant's own site, and content security policies that restrict which scripts can execute on payment pages.
P2PE and Tokenization address different stages of the payment lifecycle. P2PE protects cardholder data from the point of capture to the decryption environment, during the initial transaction flow. Tokenization protects stored cardholder data for future use, replacing the PAN with a token so that recurring billing, saved payment methods, and transaction history can be maintained without retaining sensitive card data.
