A Politically Exposed Person (PEP) is an individual who holds, or has recently held, a prominent public political position, and their immediate family members and close associates, who presents an elevated risk of involvement in bribery, corruption, or money laundering by virtue of their position and influence. Financial institutions and regulated businesses are required to apply enhanced due diligence to PEPs as part of their AML (Anti-Money Laundering) and KYC (Know Your Customer) programs.
PEP categories typically include heads of state and government, senior politicians and ministers, senior judicial officials, senior military officers, senior executives of state-owned enterprises, and officials of international organizations, along with their immediate family members (spouses, children, parents) and known close associates (business partners, advisers with personal financial ties). The heightened scrutiny is not because PEPs are assumed to be corrupt, most are not, but because their positions create elevated exposure to bribery and corruption risks that require more careful monitoring.
In the payments context, PEP screening is a standard component of KYC and KYB onboarding processes. When a business or its beneficial owners include PEPs, enhanced due diligence is required: more thorough background checks, senior management approval for the relationship, enhanced transaction monitoring, and more frequent periodic review. Many financial institutions implement a policy of not accepting PEPs as customers for certain high-risk product types regardless of individual assessment.
PEP screening is typically conducted through commercial PEP databases maintained by data providers that aggregate government records, public information, and news sources. These databases require regular updating as political positions change.
Most regulatory frameworks define PEPs as including individuals who have left high-profile positions within a defined lookback period, commonly 12 months, though some frameworks extend this to two years or longer for senior positions. The rationale is that the influence, connections, and potential for corruption do not disappear immediately upon leaving office.
No. PEP status triggers enhanced due diligence, not automatic disqualification. The requirement is to assess the specific risk of the individual PEP relationship, their specific position, the source of their wealth, the nature of the transactions, and apply appropriate controls.
Automated PEP screening is the practical approach for any platform with significant customer volumes. This involves integrating with commercial PEP and sanctions screening databases via API, running customer names and associated individuals against these databases during onboarding and on a regular ongoing basis, and routing potential matches to human review queues for assessment. The screening process must balance thoroughness (catching true PEPs) against operational efficiency (avoiding excessive false positives that create unnecessary review burden).
