Risk-Based Authentication (RBA) is an approach to payment authentication in which the level of verification applied to a transaction is dynamically determined by its assessed risk level, rather than applying the same authentication step uniformly to all transactions. Low-risk transactions are approved with minimal or no customer friction; higher-risk transactions trigger more robust verification steps.
RBA operates as the decision engine within the 3DS2 / EMV 3-D Secure framework. When a 3DS2 authentication request arrives, the issuing bank's Access Control Server (ACS) evaluates the 100+ data elements included in the request against its own risk models and cardholder history. Based on this assessment, the issuer determines whether the transaction qualifies for Frictionless Authentication (risk is low enough to approve silently) or requires Step-Up Authentication (a challenge is needed to establish adequate confidence in cardholder identity).
RBA is also applied at the merchant and acquirer level through Transaction Risk Analysis (TRA) under PSD2. Merchants or their payment service providers can run their own RBA assessment and, if the transaction meets defined low-risk criteria, request a TRA exemption from SCA, signaling to the issuer that they have conducted risk analysis and determined the transaction is low-risk. The issuer can honor or override the exemption request based on their own assessment.
The fundamental commercial benefit of RBA is that it allows security to scale proportionately with risk. Rather than applying friction uniformly and damaging conversion across all transactions, RBA concentrates authentication friction where it is genuinely warranted, on the minority of transactions that carry elevated fraud risk.
Transaction Risk Analysis (TRA) is the specific mechanism under PSD2 Exemption Management by which payment service providers apply RBA at the transaction level to request SCA exemptions. A TRA exemption is available for transactions where the PSP's fraud rate is below PSD2-defined thresholds and the transaction amount is within defined limits (up to €500 under certain conditions).
The liability implications of RBA depend on the outcome of the authentication process. Frictionless transactions authenticated by the issuer (Y status) retain the Liability Shift, the issuer approved based on their own RBA. Transactions processed with a TRA exemption that later result in fraud may have liability implications that depend on whether the PSP's fraud rate remains within PSD2 thresholds, if the PSP's fraud rates exceed the threshold, the exemption availability is suspended.
No, they are complementary, operating at different layers. Merchant or PSP-side RBA determines whether to request an SCA exemption or proceed with a standard 3DS2 flow. Issuer-side RBA determines, within the 3DS2 flow, whether to approve frictionlessly or challenge.
