Transaction decisioning is the set of rules, logic, and real-time evaluations that determine how each individual payment transaction is handled from the moment it is submitted to the moment it reaches a payment provider. It encompasses routing decisions (which gateway or processor receives the transaction), authentication decisions (whether 3D Secure (3DS) should be applied, and at what challenge level), fraud screening decisions (which fraud tools to apply and at what thresholds), and recovery decisions (how to handle declines or errors).
In a simple payment architecture, transaction decisioning is implicit and static: all transactions go to a single gateway, authentication is either always on or always off, and there is no recovery logic. In a sophisticated architecture built on a Payments Orchestration Platform, transaction decisioning is explicit, dynamic, and configurable: each transaction is evaluated against a defined set of conditions, and the decisioning logic routes it through the appropriate path based on transaction attributes, real-time performance data, and merchant-defined rules.
The value of explicit transaction decisioning is optimization at scale. A merchant processing millions of transactions per year has millions of individual opportunities to apply better logic, routing high-value transactions through a more robust authentication flow, applying stricter fraud screening to suspicious transaction patterns, routing low-value domestic transactions through a low-cost domestic gateway. Explicit decisioning logic captures these opportunities systematically.
Spreedly's Composer product provides the workflow infrastructure for transaction decisioning, allowing payment teams to build and manage decisioning rules through a visual interface. Normalized request and response fields across gateways ensure that decisioning logic written for one gateway applies consistently when transactions are routed to others.
Common transaction attributes used in decisioning include: transaction amount (routing higher-value transactions to more capable authentication flows), currency and destination country (routing to locally matched gateways), card type and issuing country (routing based on gateway performance for that card profile), payment method type (applying different logic to card, wallet, and bank transfer payments), and customer attributes (applying enhanced fraud screening to new accounts or unusual spending patterns). The richness of decisioning logic is limited only by the data available in the transaction and the routing capabilities of the orchestration platform.
3D Secure (3DS) authentication can be applied selectively based on transaction decisioning logic. Exemption Management under PSD2 allows merchants to request exemptions from SCA for low-risk transactions, a decisioning layer applies exemption logic to avoid unnecessary authentication friction on transactions that qualify. For transactions where authentication is required, decisioning determines the appropriate 3DS flow.
Fraud scoring is one input into transaction decisioning, it assesses the likelihood that a transaction is fraudulent and produces a risk score. Transaction decisioning is the broader logic that determines what to do with that score alongside other inputs. A high fraud score might trigger a block, an additional authentication step, or simply a flag for manual review depending on the decisioning logic.
